E-Devlet is Turkey’s online system for government e-services. But it works not only for Turkish citizens, but also for foreigners.
The system provides a variety of services, including some that we have already taken advantage of. For example,

If you have already received a residence permit (ikamet, kimlik), you have the right to register in the E-Devlet system.
How do you do that?
1. Get your E-Devlet password at the post office
In order to log in to E-Devlet, you must first get a password at the post office.
The state post office in Turkey is the PTT company. If you’ve spent at least a few days in any Turkish city, you couldn’t help but notice it. Blue and red on a yellow background.
PTT branches are scattered all over Turkey. You can go to any branch nearest you. Approaching the nearest post office clerk (you can also go to the guard), say the magic word “E-Devlet”. Usually it’s enough to be understood and sent to the right window.
Some offices will give you a waiting list.
PTT mail can give you a password in two ways:
- Прислать по SMS на ваш турецкий телефон.
- Дать конверт с паролем.
For example, on the right is an SMS that you can get right at the post office while standing at the counter.

Or you will be given an envelope with a password code inside.
It makes no difference to you. So, don’t get too excited. Just take the password and go home to your computer.
Needless to say, this password cannot be given to anyone. E-Devlet is not a Ukrainian Diya. This is a very powerful tool in which you can be very badly hurt.
So I say again – do not give your password to anyone!

2. Just log in to E-Devlet
Once you have your password, you can easily log in to E-Devlet.
The only thing you will need is to change your password to your unique password at the first login. Let’s show you how to do it.
Log in to the E-Devlet site
This can be done in two ways.
The first way is to go to the main page of the Turkish e-government https://www.turkiye.gov.tr/. Then, at the top right, click Giriş Yap (enter).

Or go directly to the login page: https://giris.turkiye.gov.tr/Giris/gir.

Here you must enter the number of your kimlik (residence permit) and the password.
In the field number of kimlik, enter the number of residence permit (kimlik, ikamet).
And in the E-devlet Sifresi field, enter your password.
Since this is the first time you log in, you must enter your first temporary password, which you received in the post office in an envelope or by SMS (see above).

After that, press Giriş Yap.
Agree to the E-Devlet terms and conditions
If this window does not appear, then you are logged in with your password and not the first time.
If you are logging into E-Devlet for the first time, you will see a page like this, where you will be asked to accept the terms and conditions of the edevlet system.
Check both boxes and click Giriş Yap.

Requirements for a new password for E-Devlet
Next, you will be notified that you must set a new password and that this password must meet the following conditions:
- Должен быть не менее 8 символов;
- Должен содержать буквы и цифры;
- Не должен содержать номер кимлика или год рождения.

Create a new password for E-Devlet
Enter a temporary password (received in the mail) and two new passwords (as required by the password above).

Safety Warning
The next page will show you a security warning about not sharing the password with anyone, etc. If you’re not too lazy, read it. If you’re too lazy, click Tamam (Okay).

What’s next?

Your lawyer may need your E-Devlet in order to register yourself as a sole trader in Turkey.
